British Prime Minister Criticizes Burma Over Failure to Allow in Foreign Aid By Tom Rivers

British Prime Minister Gordon Brown has strongly condemned Burma's military government for not allowing international aid to reach its own people. For VOA, Tom Rivers in London has details.

"This is inhuman," he said. "We have an intolerable situation created by a natural disaster that is being made into a man-made catastrophe by the negligence, the neglect and the inhuman treatment of the Burmese people by a regime that is failing to act and to allow the international community to do what it wants to do."

Both the United States and France have ships in the area and could deliver large aid consignments, but Burma has refused to allow any relief to be moved into the hard-hit delta region directly from the sea.

"This is a regime in Burma that is preventing the aid that ought to be getting to the people of Burma, getting there," said the British prime minister. "And we will continue to use every international channel to pressure them to do what is the right thing by the people."

Britain is trying to get its aid to Burma through those regional countries that make up the Association of South East Asian Nations.

Another meeting of that group is to be held on Monday to discuss further donor strategies.

Burmese officials put the cyclone death toll at 78,000, but international relief groups say it is probably much higher. The United Nations estimates that some 2.5 million may have been made homeless.

Chinese Quake Death Toll Nears 29,000 By Stephanie Ho

The official death toll from the massive earthquake that struck southwestern China Monday is nearing 29,000. Aftershocks and flooding, however, are posing new threats to survivors. Chinese officials have ordered thousands of people to evacuate communities near the earthquake's epicenter, because of possible danger from flood waters. From Beijing, VOA correspondent Stephanie Ho spoke with reporter Daniel Schearf, who was in the town of Beichuan and described the scene.

He began looking around the ruined city, when he noticed a large number of people fleeing from something, and said, "There are a lot of people going there now. I mean, I'm talking hundreds [of people] going to this area, and I'm following behind them. And they're all at a good jog."

It was not long before he started to get worried, saying, "They're saying get out, get out, get out. This is not good."

Schearf said another journalist he ran into told him a dam upstream had broken and that floodwaters were coming. "He said get going, get going, get going. You need to get to high ground fast."

The official explanation did not have to do with a dam, but did involve potential flooding. China's state-run Xinhua News Agency reported that authorities were evacuating thousands of people near a lake and a river, where the rising water level has already overflowed into the streets of one village.

Experts were quoted as saying more debris set off by aftershocks could push the water level to an even higher, more dangerous level.

Xinhua said authorities in Beichuan County want to explode part of the embankment of a nearby lake, in an apparent effort to relieve some of the water level pressure.

One expert, who was not identified, warned that if the lake bursts on its own, "it will form a 40-kilometer long waterway, and the results will be grave."

Hundreds of rescuers and local residents have been told to leave nearby areas and go to higher ground for shelter.

Throughout the earthquake zone, nearly 5 million people have lost their homes. Also, authorities are working hard to ward off infectious diseases transmitted through contaminated water or unsanitary conditions.

One growing issue is the number of schools that collapsed - about 7,000 by official media accounts. The quake wiped out entire schools and trapped all the students inside. For many grieving Chinese parents, this issue is even more poignant because they lost their only child. Critics say the buildings were constructed in a substandard fashion, so that the builders could cut costs. Chinese officials say they will investigate.

The UN refugee agency (UNHCR) says it has sent the first UN convoy of aid overland into Burma, and a planeload of shelter supplies has been flown in from Dubai.  Lisa Schlein reports for VOA from UNHCR headquarters in Geneva.

UNHCR spokeswoman Jennifer Pagonis tells VOA, the overland journey from Thailand into Burma, also known as Myanmar, was long and difficult.

"This is the first positive step in getting our aid materials into Myanmar," she said.  "In one day, we really got stuff going in by air and aid supplies going in from land convoys.  So, we know that these two routes are now operating for us and, I think, that is always a relief when you are trying to, for a week to make it happen."

In the end, she says, the operation went off smoothly.

"It took seven minutes to go through procedures," she added.  "We arrived when the convoy came with a police escort on the Thai side and crossed about 1:00 o'clock local time, and seven minutes later it was on the other side.  So, there was just a brief exchange of formalities.  Of course there was a lot of work that went on to make sure that this all did run smoothly.  We had a lot of cooperation from border officials on both sides of the Thai and the Myanmar sides.  They knew what was happening.  Everybody was prepared and it went off without a hitch." 

The supplies will be handed over to the Disaster Management Committee to be distributed under UNHCR monitoring.

Pagonis says there are no plans for future land convoys.  But, in any emergency situation, she says it is useful to have several routes established. She says the airlift of 33 tons of supplies that left Dubai on Saturday is the first of three planned flights.

She says two other flights carrying urgently needed shelter supplies are expected to leave early next week.   And other aid shipments will go by sea.

The U.S. economy lost 20,000 jobs in April as higher food and fuel costs continue to slow economic growth. VOA White House Correspondent Scott Stearns reports, U.S. President George Bush says tax refunds and business incentives should help improve the economy by July.

But April's drop was smaller than some economists projected, and the unemployment rate fell slightly to five percent.

Speaking to workers in the Midwest state of Missouri, President Bush said the economy is not as robust as he would like, but he is certain it will improve.

"I know it is tough times. And I know you are having to pay more at the fuel pump then you want, but this economy is going to come on. I'm confident that it will," he said.

The president says a temporary economic stimulus package of tax rebates and business incentives should start helping turn the economy around by the start of the third financial quarter in July.

The first of those tax rebates to more than 130 million households went out this week. The rest will follow throughout May.

There was April job growth in education and health care, but not enough to make up for sharp losses in construction and manufacturing.

The U.S. automotive industry says vehicle sales are at their slowest in ten years. The world's largest automaker, General Motors, says it is reducing production of large pickup trucks and sport-utility vehicles at four plants in the United States and Canada because of poor sales.

Higher gasoline and food prices are depressing U.S. retail sales. Home prices nationwide are down ten percent. Consumer confidence is at a five-year low.

Much of the current slowdown follows the crisis that hit the housing market earlier this year. Many new homebuyers got low introductory interest rates, but were unable to meet their mortgage payments when those rates went up, leading to record foreclosures.

Public opinion polls say the economy has replaced the war in Iraq as the single biggest issue on the minds of voters ahead of November's presidential election. An NBC News/Wall Street Journal poll this past week says 73 percent of Americans believe the nation is heading in the wrong direction.

Obama Fails to Close the Gap; Clinton Wins in Pennsylvania By Howard Lesser

Hillary Clinton’s victory in Tuesday’s Pennsylvania primary will not prove decisive for her to secure the Democratic party’s presidential nomination. That was not expected, because neither the New York Senator nor her Illinois rival, Senator Barack Obama could have divided up Pennsylvania’s prize of 158 delegates to reach the total of 2,025 needed to clinch the race. However, the Pennsylvania contest culminates the longest phase since the primary season began in January to go without a state election, and the six-week lull heightened focus on the candidates’ skills in reaching voters in a critical, delegate-rich northeastern state. University of Pennsylvania law professor Anita Allen says that the six-week focus posed a worthy test of the two US senators’ electability in November’s national election.

“The current campaign definitely tested the ability of Barack Obama to win in the general election in the fall, more than I think Hillary. Hillary wisely saw that her best strategy was to cast doubts about Barack’s electability, and I think she actually did that. And although Barack is going to be a formidable foe, I do think that his capacity to get around the fact that he is less experienced, that he is a man of color, and that he had less than a year in Washington (before declaring his candidacy) are going to be issues for him going forward,” she said.

A loss in Pennsylvania for Hillary Clinton could have signaled the beginning of the end of her 2008 bid, which at one time had been described as a candidacy of entitlement. Going into Pennsylvania, Barack Obama held about a 140-delegate lead over Senator Clinton nationwide. Despite Clinton’s Tuesday win in Pennsylvania, analysts will be closely watching her margins of victory because a narrowing of her lead still could help propel Obama to the nomination in weeks ahead if he wins Democratic primaries in Indiana (May 6), North Carolina (May 6), West Virginia (May 13), and Kentucky (May 20). Professor Allen says it was a fitting finish to the Clinton campaign in Pennsylvania to hold its final rally at the University of Pennsylvania before an energized academic community of students, faculty, and a well-entrenched West Philadelphia community of local residents, many of whom are African-American.

“I think being in the Philadelphia area was a good idea. They have a lot of support among people of color traditionally, but also among women, among educated people, and the Clintons were on our campus a lot. Bill, Hillary, and (their daughter) Chelsea spent a lot of time of the Penn campus. And they’ve also been seen at Drexel University down the street. They’ve been seen down the road a few miles on the Constitution Center and elsewhere, because I think they believe that this university is a source of support for them. The young voters are important in this election. The educated voters are important. The black vote, of course is important, and of course having this great university being right in the middle of a historically and ethnically African-American community is a way of saying that we’re both interested in the problems of a poor urban community and also interested in promoting the interests and values of our more educated population who have a great role to play in providing leadership and guidance and policymaking for our country in the future,” she noted.

Although Senator Obama outspent Senator Clinton by wide margins of the past month and a half. He raised funds at the grass roots, from students, the poor, the wealthy, and a broad range of new first-time supporters. He also is considered an important stimulus for yesterday’s high voter turnout in African-American neighborhoods of Pennsylvania’s two largest cities of Pittsburgh and Philadelphia. Despite this, Professor Allen says his campaign was jeopardized in Pennsylvania by having to diffuse widely criticized comments depicting the bitterness of small town folks. For that reason, she says, his advisers recommended that the Harvard-law educated candidate refrain from matching the Clintons with an appearance at Pennsylvania’s prestigious Ivy League university where Mrs. Clinton spoke.

“There was a group of professors trying to get Obama to come and give a speech in our sports stadium here on Penn’s campus. And over 200 professors signed a petition urging him to come. And what we were told was that the rally on the (historic Independence) Mall was the substitute and that at a time when Obama was being accused of being an elitist person in Pennsylvania, it was more appropriate, perhaps, that he meet in a less symbolically elitist location than Penn’s campus,” she said.

Professor Allen points out that Hillary Clinton’s Pennsylvania victory most likely ensures she will continue to stay in the race into next month’s decisive primaries. “Hillary’s in this game if she wins Pennsylvania until the summer, I believe. But again, there will be some pressure on her to withdraw, but I think she can credibly stand up to that pressure if indeed she is the technical victor in Pennsylvania.”

The downside of prolonging the campaign is that “so much of the attention the media has given to the election has turned to negative campaigning, snide remarks, slips of the tongue, animosities which are exaggerated.”

However, Allen notes that if it turns out that one of them is doing less well, either after the primary season or toward the beginning of the convention, at that point, it would be a phenomenal thing if these two would decide to join forces, by sharing the ballot and running as President and Vice President “because there’s plenty of evidence here that a woman candidate and a black candidate can catalyze, can excite, and can promise a change of hope which we haven’t seen before. And they may have together skills and experience which would make the White House and Washington, DC in general a better place for all of us.”

Economic policy makers from all corners of the word ended their meeting in in Washington with a call for assistance to countries most affected by a recent sharp rise in food prices. VOA's Barry Wood reports.

Many grain prices have nearly doubled in the past year and the impact is particularly severe in impoverished countries like Haiti and Bangladesh. Zoellick said a 500 million dollar emergency feeding program will be set up.

"We have to put our money where our mouth is," said Robert Zoellick. "Now. So that we can put food into hungry mouths. It's as stark as that."

International Monetary Fund chief Dominique Strauss-Kahn, who participated in the Sunday meeting of the World Bank's Development Committee, warned that the inflationary effect of higher food prices could push millions back into poverty.

"All that has been done [achieved over the past decade] can be undone very rapidly by the crisis coming from the increase in food prices," said Dominique Strauss-Kahn.

In Asia rice prices have risen by more than 75 percent in less than three months and some rice exporting countries have placed restrictions on foreign sales.

Policymakers who came to Washington for this previously scheduled meeting of the IMF and World Bank governing body were sobered by the sudden deterioration in the world economic outlook. Growth has slowed to its slowest pace in five years while food and energy prices continued to rise. Lenders are less willing to take risks in the aftermath of the mortgage loan problem that surfaced in the United States eight months ago.

While some developing countries are cutting back, oil exporting nations are reaping windfall profits from the quadrupling of oil prices in the past five years. World Bank president Zoellick wants some of that oil wealth to be invested in Africa.

"The allocation of even one percent of the assets of sovereign wealth funds [investment funds, many of which are based in the Middle East] to equity investments in Africa could draw $30 billion to African development, growth and opportunity," he said.

The IMF and World Bank also called for more supervision of financial markets and a successful conclusion of the latest round of global talks aimed at removing barriers to trade.

High School Musical 2 is the soundtrack album for the Disney Channel Original Movie of the same name. It was released on August 13, 2007 in the UK, New Zealand, South America and Asia, and on August 14, 2007 in the U.S. It was then released on September 8 in Australia.

Debuting at number one on the U.S. Billboard 200 chart, Amazon.com, and iTunes Store, the album sold 615,000 copies in its initial week of release. As of September 2007, this figure amounted to the fourth-biggest first week sales of the year.It is the first soundtrack of a television movie to debut at the Billboard summit. The album also shipped double platinum (2,000,000) copies in the U.S. in its first week of release. The album debuted on the Billboard 200 charts at #1 and remained at #1 for four consecutive weeks. In its twelfth week on the charts, the album is ranked #11. As of December 2007 the album has shipped 3 million copies in the U.S and more than 5 million worldwide.

The "Wal-Mart Exclusive" of the album was released on December 14, 2007, and contained the original soundtrack (Albeit in a slightly different order) and an extra DVD, which seemingly contains most (if not all) episodes of "Road to High School Musical.
